Code of Conduct Complaint against Cllr Rai re refusal to name Jas Athwal's managing agent




I say at the video above


"I have made a complaint to the Redbridge Monitoring officer about the conduct of Cllr Rai, the Leader of Redbridge Council. This is because I wrote to Cllr Rai in August to say he had a duty to instruct his freedom of information department to publish the name of Jas Athwal's managing agent when the BBC story broke about his unlicensed slum flats last year.

All other landlords have to publish their managing agents name on the public Redbridge landlord register. For Jas Athwal to be able to breach this rule undermines the rule of law in Redbridge and brings the council into disrepute.

Instead of publishing the name of Mr Athwal's agent, Redbridge Labour have instead decided to call me vexatious in their submission to the Information Commissioners Office, I do not know why as as yet.

If you agree with me, perhaps you can also make a complaint to the Redbridge monitoring officer.

If I am the only one to make a complaint it seems more likely for the monitoring officer will side with Cllr Rai."

I say the part of the Councillor Code of Conduct (which is attached) which has been breached is where Councillors must act lawfully, with honesty and integrity.


This is because Cllr Rai, the Leader of the Council has refused to supply the name of Jas Athwal's managing agent when the Joe Pike BBC story broke in 2024 per my email to Cllr Rai on the 14th August 2025 (attached). All other landlords have to be name their agents on the council landlord register so why should Jas Athwal be any different?


For Jas Athwal to be treated differently from all other landords must be wrong and brings the Council into disrepute.


I request that you instruct Cllr Rai to name Jas Athwal's managing agent in 2024 when the Joe Pike story broke.

David Lammy MP, Angela Rayner MP, Rachel Reeves MP and Cllr Michael Situ were all investigated: Why not Jas Athwal MP?

 I sent this to   Claire Hamilton and Councillor Rai yesterday. I will write more after the 27th November. Dear Claire Hamilton and Councillor Rai   Recent developments suggest Redbridge should carry out and publish the outcome of any investigation into whether Jas Athwal MP should have been fined for not having a landlord licence and his sub-standard flats.  Photos from yesterday Letter delivered Video of Cllr Noor outside number 10 This is Andy Walker below: The text is below The tests set out by Judge Martin Rodger QC  in a case dated 29 th July 2021 involving Redbridge Council suggest Jas Athwal should have been fined by now for not having a landlord licence and the sub-standard condition of his flats. However, Mr Athwal does not appear to have been fined. Residents are pursuing Redbridge Council for key documents via freedom of information as to what has gone on. However, the Council is either ignoring requests or taking a very long time to reply. This is unacceptable as it could take years to find out the truth. So Sir Keir, I ask you to investigate this matter because if there has a been a cover up it could be mean the criminal offence of misconduct in public office has taken place and it must be right that this issue is resolved as soon as possible.
