Update to police to be delivered to Ilford Police Station on Sunday 28th June at 1pm
1- My first statement and bundle of documents about my allegations was received by Sir Mark's Rowley office on 21st April jasathwalmustbeinvestigated.blogspot.com/2026/06/requesting-sir-mark-rowleys-office-for.html
2 – Redbridge Council sent me documents as a consequence of Information Commissioner Office (ICO) disclosure orders in the decision notice previously received by Sir Mark's Office
3 – Before the ICO disclosure orders were published Redbridge argued that Mr Athwal was a private individual and no disclosure was merited. Redbridge decided not to appeal against the disclosure orders. However, when I argued to senior Redbridge staff that a belated standard of conduct investigation into Jas Athwal was required, the Council declined to do so.
4 –I say this refusal to carry out a belated standards investigation into Mr Athwal rises to a concern of a criminal conspiracy to prevent Mr Athwal being fined for his unlicensed sub-standard rental flats.
5 – I attach some of the documents won by the ICO decision notice IC-464099-P6J1 including section 239 notice of entry letters during the period Mr Athwal's properties were investigated by Redbridge Council. It is also available at t.co/iAaebgq5KA .
6 – ICO decision notice IC-464092-N3P0 has an order instructing Redbridge to provide a list of dates of when Mr Athwal's rental properties were inspected by the council.

7 – The list of inspections shows 16 visits to Mr Athwal's rental properties on 2nd September 2024. However, I cannot find 16 section 239 notices relating to the period immediately before the inspections took place.
8 - I have raised this discrepancy with Redbridge and they refuse to take a further search for documents.
9 – This discrepancy suggests Mr Athwal's rental properties may have been investigated “off the books”. By this I mean while the rental properties may have been investigated it was outside of standard practice to avoid Mr Athwal being fined.
10 – I say Redbridge have been acting in bad faith by unnecessarily delaying proceedings and manufacturing falsehoods to call me vexatious at the ICO and unnecessarily delaying proceedings see information-notice-ic-356463-l5h6.pdf dated 2nd July 2025 and ic-356463-l5h6.pdf dated 6th November 2025.
11 – Redbridge are again calling me vexatious regarding my recent requests at my what to they wall rather than commission a standards enquiry into Mr Athwal see whatdotheyknow.com/request/request_of_cllr_canal_correspond#outgoing-2095001
12 – I say it is in the public interest for the police to investigate whether misconduct in public office has taken place. I say there is enough evidence of reasonable suspicion of misconduct in public office for the police to investigate. Redbridge Council is responsible for planning, education, and is a substantial employer. It must be right to find out as soon as possible if this Council is acting criminally because it undermines confidence in the council acting fairly in everything that is does.
13 – Should the police decide to make enquiries of Mr Athwal and council officers, I will not make any other blog posts in order not to prejudice any trial. My and others social media posts have around 10,000 views at most. The final Stephen Lawrence trial was allowed to go ahead despite vast negative reporting of the defendants so it seems the comparatively slight social media response on this issue cannot be grounds for not investigating the issue.
