Letter to be delivered to 10 Downing Street today

Dear Prime Minister,

We are writing on behalf of the community campaign group Investigate Jas Athwal”, following our initial correspondence dated 10th October 2024, which was hand-delivered to 10 Downing Street. That letter requested a formal investigation into the conduct of Mr Jas Athwal MP. Regrettably, we have not received any response from your office.

We now write again to request your urgent attention in light of three new and serious developments:

1. Relationship Between Jas Athwal and Daljit Johal
According to
The Londoner (27 October 2024):

Daljit Johal endorsed Athwal before the 2019 general election and the two men have interacted on multiple occasions in public Facebook posts, including one comment in which Athwal called Johal ‘the Don’. Records show Johal’s company Heartwood Care saw its funding from Redbridge Council rise more than sixfold after Athwal became leader, which both men say had nothing to do with Athwal taking over. ”This increase in funding raises serious questions about propriety and potential conflicts of interest.

2. Failure to Comply with Freedom of Information Obligations

Redbridge Council has been notably slow in responding to FOI requests related to potential misconduct in public office.

We give two examples:

a) on 22 November 2024, an internal review was requested by Andy Walker regarding whether Council inspectors had visited Mr Athwal’s properties. No review has yet been provided, and the matter is now with the Information Commissioner’s Office. The request can be seen at Andy Walker's what do they know page. Redbridge Council are almost 6 months late in replying despite a legal obligation to reply promptly.

b) Andrew Boff, an elected GLA member made the request below also available on the what to do they know website on 3rd March 2025

Please make available all inspection reports and licences related to rental properties at 637 High Road,Seven Kings.

No reply has been made by Redbridge, again despite Redbridge having a legal obligation to reply promptly. Given these concerns, we respectfully request that your office initiate the following investigations:


a. An investigation into whether Mr Jas Athwal, or others acting on his behalf, may have committed the offence of misconduct in public office. Specifically, Mr Athwal’s ongoing refusal to disclose his managing agents or confirm whether Council inspectors have visited his rental properties, some of which have been reported as substandard, raises significant concerns. There are concerns that the Redbridge Freedom of Information department may have been instructed to deliberately delay replying to requests and we suggest any investigation you undertake looks into this too.

b. A broader investigation into Redbridge Council’s Landlord Licensing department to determine whether councillors who are also landlords are being afforded preferential treatment.

c. A formal review of the relationship between Mr Athwal and Mr Daljit Johal (also referred to as “The Don”), in order to assess whether any improper or unethical conduct has occurred.

We trust that you will give this matter the serious attention it warrants in the interests of transparency, public accountability, and the integrity of local governance.
